The Michigan Constitution was not written by the Legislature, but by
Michigan 1st Congressional Committee. No one had any legislative power
until the Legislature was defined in the Constitution, and the Constitution
was ratified, and THAT was through a vote of free citizens. Note the
passage: BUT THE PEOPLE RESERVE TO THEMSELVES...
