Clinton did what?

$200,000 is right there in the vicinity, true. But that's with profit
margins built in. In 1985, I purchased my home for $8,700 dollars on 1/2
acre of land. Manual labor and my engineering skills enabled me to rebuild
it to where it could be livable. $20,000 later, the house was livable.

The thing with Habitat for humanity is that the profit margins are removed
(non-profit), and the cost factors are substantially reduced. It is only
with Habitat for humanity's cost cutting that those homes can be afforded.
The price range with reductions / donations should be in the vicinity of
$50,000 to $100,000 per home meaning the homes being built should be twice
as many if not more.
