No spin. It's called Accounting, and the analysis is quite correct.

The feds have not run an Actual Surplus for a Very long time. They
have, however, run up a bunch of accrued debt.
How else do You figure the debt will be paid down without taking in
More money than goes out? That's an Overage in the Current Account.
But it's not a Surplus as the term is correctly applied.
