Not really. Bamford's book on the NSA, Body of Secrets spells it
out. The USS Liberty was a spy ship and eavesdropped on Israelis
massacring civilians. Remember that this was after the Israelis
had made a bogus, Gleiwitz Radio Station style manouever to get
America and Britain to help them grab Suez. The pretext was
a phony attack on Israel by Egypt. Eisenhower had been so
outraged by the duplicity that he had told the Israelis
and Britain to fuck off. The Israelis decided to wait for
a more supine set of US presidents...
