They MUST have an ace in the hole somewhere. Otherwise they'd
never talk like that.

*I* think they bought a few black-market nukes from Russia during
the big upheaval. Maybe not *big* ones ... but even a few KTs are
a scary proposition - doubly so if they use cheap techniques to
enhance the fallout potential.
