By the time the GOP actually passed a plan to balance the budget, it was
in 1997 (fiscal years 1998-2002) after the budget deficit had dropped
from $290 billion to just $20 billion. In other words the GOP plan
wasn't necessary.

The GOP plan called for a BB in 2002, and of course by then Bush was
giving us record deficits again. History has shown the Clinton approach
worked and after the GOP had complete control over the government they
created the largest deficits in US history. Those pesky facts...they
keep getting in the way.
